Ability to disable blocks to reduce HTML/CSS/JS

I have noticed that some plugin creators have made it so you can turn off widgets, blocks etc to reduce the unused CSS/JS etc. It would be nice to have a feature that can do this to make the file structures even more lightweight. Only injecting the CSS/JS that is needed for the website we design.
