No 'Menu Icon' showing on mobile heaer

I went through it several times and can’t find where I would ‘turn on’ or configure the menu icon for the mobile header. Just found out that people also call it the ‘Hamburger’. I tried using CSS to create a text Menu item, but that doesn’t show either. Can you help, please?
