Working on the site I have some basic questions.

I have been working on this for a week now. I am using instantwp so it is not live just on the harddrive.
I am new to making wp sites so bear with me.
One frustration is I have my header all done looks nice but, It is kinda of bare in spots so in the old days I would grab a photo and put it on the header and move it around tweak the size a bit and that would be it. However in wp it doesn’t work that way. I can not see any way to put an image there. I have tried activating logo but when you do that is erases all text. I now have name of site and tag line. Name of site vanishes if you add logo. I might have at one point added a logo and site name but if you cannot move them it is a waste of time as they will never be right.
So I will have to live with that. Next I would like to know where the css file is and can I edit stuff there? I experimented with putting css in the advanced setting and it does change some things but not others. I put in something I found on the web to increase line spacing and it worked so I thought I found what work and then tried to change the text color to blue but that made no difference. Line spacing work text color didn’t. I only tried to change color to see if I was on to something in the advanced settings.
So there is a ton of things that I would like to tweak and the next question is this. Should I go find someone who knows wordpress and would they be able to change things? Like for instance if you sat down at my computer would you be able to move things around and change line things in an hour or so? If this is not possible then no sense me looking and wasting money.
