how to make home slider above header for desktop/ipad only, but not mobile?

Hi there:
I turned on “home slider above header” (so above topbar too), which is what I want for desktop and iPad.
But how do I make topbar on top of slider for mobile only?
If that’s impossible, then make topbar at top for all devices is good too.
Will you please advise? Thank you!
