Admin toolbar missing

Hey,
I logged in today to make some changes only to find out that the admin toolbar is not displaying on pages. The toolbar shows in the admin screen, but not the pages. Feel free to double check me but here is what I have tried so far:
1. Switched themes (used Twenty Sixteen)
2. deactivated all plugins (I guess a plugin could have modified a file)
3. searched for wp_footer before the closing body tag (actually couldn’t find this one)
Any help is greatly appreciated.
