Need Static Background Image with Solid Color Backround behind content

I have tried various ways to get an image as an overall background that is fixed with no luck. I have used with no effect in Custom CSS:
body{
background-image:url(‘*Login to see link
background-repeat:no-repeat;
background-attachment:fixed; }
There also is no obvious place in the theme options to make the background fixed.
Then I want the content background (which should be slightly smaller width than overall image background) to be a solid color.
Should be simple. Thanks in advance to anyone that can help.
