Sticky Header with Anchors Problem

If you visit my site at ccs.tech2call.net the problem is on the About page. I have it to where when you click on “Our Vision”, “Training”, “Safety” and “Our Customers” it drops you down (or up) to that location on the page. However the menu does not stay active until you scroll up or down with you mouse wheel or if you click the arrow on the far right side to go up or down and then the menu reappears. I would like so that the menu is ALWAYS there even after you click on “Our Vision”, “Training”, “Safety” and “Our Customers” and also I would like it after you click on the link that the anchor points are in the proper place so that the heading of “Our Vision”, “Training”, “Safety” and “Our Customers” will be at the top of the page after you click on them from the navigation menu. Has anyone else had an issue similar to this one?
