Admin CSS not loading

Hello all,
We have problems with the backend admin Css not loading properly resulting in a scrambled mess. Someone has a clue?
Oh, this: define( ‘CONCATENATE_SCRIPTS’, false );
is not working as well.
When selecting to another theme the CSS styling in the admin section is oke.
