Page Builder widgets not displaying in Add New Page

Hello,
I installed and activated Page Builder and Site Builder widgets in a new WordPress site modeled after one I created in “sandbox” The PageBuilder tab appears on the far right of the Add New Page template in the sandbox site, but not in the new site.
I selected PageBuilder from the Template dropdown in the tools panel at the right of the content text box and then published. Still no PageBuilder tab and accompanying tools.
How do I activate PageBuilder? Thank you.
