Old problem, can't solve-label change

Hi Guys, I’ve searched here and I’m sure I’ve done this before, but.. cannot find
On the cart page there’s a label for the listed shipping options called “Shipping”. I’ve searched the net and applied every “fix” but still can’t get it to work.
Please see the attached pic, all I want to do is replace the label “Shipping” with a longer taxt.
