Top Row and Background Photo in Row Collapsing

I have an issue on Chrome and Firefox where if you scroll all the way to the top the top row collapses. Once you start scrolling it goes to how it was intended to appear. It is an issue that has come up after an update. Using SiteOrigins PageBuilder.
