No comments on home page

Hi,
I have set up a static page as home page but there is no comment section on it.
After some research on the forum I use the option allow comment (in the discussion section) on the page and allow comment on page (in the misc section of theme option).
But unfortunately, nothing change and still no comment section on the home page.
Is it possible to use comment on the home page?
