hyperlinks not underlined?

is this normal? I have looked and am not seeing any automatic underlining of links? I have checked my custom css that you have given me and I haven’t had the basic hyperlink css changed.

I would like to have hyperlinks automically underlined with color: #274189 unless there is a reason not to?
