Theme Options Forced DEV Mode off Enabled

When I go to my theme options I can no longer access or change the options.
I receive an error message at the top of the page that says: FORCED DEV MODE OFF ENABLED
The rest of the options show a blank page as I click on each one.
How do I fix this?
