How to add mailto: and tel: links to envelope & phone icons on top bar?

Hi,
I like the way that the phone and email icons look on the top bar at *Login to see link but how do I get the links to work in the top bar settings. I want to incorporate tel: and mailto: html.
If the top bar is locked down, is there another way to have the links near the top of the page above the navigation bar. Thank you,
