Float secondary navigation over home panel image

I’ve used the premium theme for several websites but this question is actually a for a site I’m building with the free Virtue theme. My client wants the navigation to float slightly over the image on the homepage. I set the secondary navigation to transparent but I’m having trouble floating it over the top panel. Any suggestions?
