Using portfolio grid hover effect on other images

Hi – on my home page (I am using pagebuilder), I have two images that I want to use as URL links to category pages. I want to use the same hover effect that is used on the portfolio grid thumbnails (when you rollover it turns a light green with a white outline box and text in the middle). Can you please assist me in using the same hover css to images I want to apply them to?
My reference page is omardavisdesign.com
You’ll notice the two images in the middle. I want to give them the effect that the portfolio items have in the row below them.
Unless there is a way to instead of having portfolio grid here I can have portfolio categories on the front page.
