row background color

hi, as you can see here, *Login to see link just after the slider, i put a row with normal layout but in reality i would like to put it as stretch layout to color all the row in black.
The problem is that if i put the row in stretch and i specify the row padding left and right to 200 px, the result is that the row doesn’t consider that padding….
what am i doing wrong?
