Create Custom Link in menu items

Some time ago I created a custom link which forces the user to choose from a list of subitems. See

and hover over the Resources icon.
I want to create the same menu item for my mobile menu but I have forgotten how to do so, and I can’t find the solution in any of the documentation. All I can do is create a regular menu item which links directly to a page.
