Secondary Menu Item (Hover and Active Bg Color)

I have the secondary menu background color set to light blue (#019ed3), with Hover and Active Background Color set to dark blue (#015697). When I am on the Home page, the 4th menu item is dark blue, as if active. This only happens when I am on the home page; when I go to any of the other pages, the hover and active background color does not appear until that menu item is selected. How can I fix this?
