Content Above Top Bar

I feel like this is something that would have been asked before but I searched the existing posts as best I could. I apologize if this is a duplicate.
I’m trying to add some content above the existing top bar content. Essentially, a “free shipping” or other type message like you could find with this type of plugin: free-shipping-bar.
The problem I run into is that I can’t just push the topbar/page content down by the size of the plugin’s message because it’s dynamic – sometimes the message will appear and sometimes it won’t depending on page, cart totals, user location, current promos, ect.
So what I’m looking for is a way to push the existing top bar down when the message exists. Otherwise, they sit on top of each other as they both go in the top bar spot.
