Recommendation for most appropriate theme and member/restricted access features

I may have another client, a homeowners association. What theme would you recommend for them? And what plugins if needed?
The features would be integrated into the website using a next level restricted access just for the board. That section would house all “for board eyes only” data, documents, and internal communications. They will have general member log in feature and restricted access for visitors. Members will have access to some pages. Probably set up an exclusive group where all board internal messaging/communications would also be stored and backed up. Input welcomed.
