Dear Sir or Madam

Could you please tell me if there is a way to stop the logo moving up and down and keep change sizes on the home page top bar? Please see the screenshots:
1) when i scroll the page down the logo gets bigger:
2) when i scroll the page up the logo gets smaller:

Could you please tell me how I can fix the logo into just one size regardless of if i move the page up or down?
