Notification “Enter your full address to see…” don’t show at checkout page

Hello,
When select in woocommerce delivery settings options “Hide shipping costs until an address is entered”
delivery block hide at checkout page, but woocommerce can display this block with text “Enter your full address to see shipping costs”.
Maybe I’m doing something wrong, but I need this functionality.
