Site Builder doesn’t show when creating new templates

Brand new download. Hoping to use the WC Template builder for Site Origin.
Have installed both your plugin and SiteOrigin Page builder. However, when we go to create a template outside of the name field, the page is blank.
Have tried to do and redo, unintall and reinstall, etc. Nothing.
Using WP theme Jumpstart.
