Footer Images and copyright statement

Hello,
We have a research website which I built years ago. I am trying to update the ‘Footer Background’ image so that it reflects our various funders. I tried to make an image that was reasonable size but then the copyright content was written over the logos. Now I’ve shrunk the logos so small that they look 1. ridiclous, 2. unreadable. All the footer needs is 1. The copyright/ethics statement. The three logos (not covering the copyright statement).
I’ve tried making a tall image with the logos (thinking that would make extra room for the copyright statement) and something is constraining the size of the footer. Maybe I need to change that somewhere? In CSS?
