Screen Option tab missing on posts

Why is the screen option tab missing when I go to either new or existing posts? I need to include an “excerpt” but don’t know if that option is checked since options tab is missing. I do see on the right column an optional excerpt box. Is that where an excerpt is placed for an rss feed to mailchimp? Your help appreciated.
