User role plugin

I have been having an issue with the dashboard only appearing when in Admin user role. I installed the role editor plug in to hopefully correct this issue.
I have made sure the ‘view toolbar’ is selected for the editor role. also cleared the cache on my browser itself. Again, the toolbar doesn’t appear which means the ‘editor’ can’t edit.. Any advice on this?
