Not uploading photos

Hi
I do not think that this is theme related but I can not upload photos to *Login to see link .
All my backups are experiencing the same problem, I did change hosting companies about 6 months ago the old hosting company was using an older version of PHP 5, as opposed to 7.
Just before I do a fresh install and start again I thought I would check to see if there were any known issues.
