Full height parallax background that shows through transparent menu header

Hi!
What I would like to accomplish is setting a parallax image (which I currently build through ‘Row Layout’) and have that image stretch to the top of the page, displaying through a transparent menu header. Every way I’ve tried has the row image cut off below the menu header.
An example page: *Login to see link o/ddonaldclark/marketing-portfolio/hill-top/
-I would like that parallax image to show through the header all the way to the top of the page. (currently, my header is not transparent, but once I get this fixed I will adjust that and remove the page title)
I just started experimenting with another theme on my other website. This is the feature I am after: *Login to see link
-Parallax background stretched from top to bottom
-Header is transparent
-Upon scrolling, header is reduced, sticky, and about 70% transparent
Can this be accomplished?
