Text in top bar, and making it sticky?

Hi! I have a button in the right part of my top bar. Is there a way to add text to the left and center part? As in “Do you want more info on…” And then the button on the right after. In the button settings the headlines only go above the button. Also is there a way to make it sticky as if it were a promotion?
