Best practice: use a ROW LAYOUT vs separate PARAGRAPH BLOCKS?

Is it best practice to put all my individual blocks in a row layout block (i.e. a container)?

Or is it normal to just add separate blocks one by one without a row layout?

(And whenever I specifically need to add a background or change margins for a block, I can put those particular blocks in a row layout.)

For instance, if you have a bunch of text, do you just display it in paragraph blocks, or do you put those paragraph blocks into a row layout?

Advantages or disadvantages of either option?
