Smooth Scrolling to Anchor Works on Mobile But NOT on Computer(PC)

As the title suggests, the smooth scroll does not happen on computer (PC) browser (Chrome and Edge) and not mobile browser.
This problem only exists when I use the “Kadence Theme”, but not for other themes (e.g., GetWid, etc.)
