How to create a box in WP using Kadence blocks like these?

Can someone tell me how these two features are created in WP Kadence please? I would like to add them to the top of my blog posts and I don’t know if they did it right in WP or did it elsewhere like Canva and brought it over. Thank you.
Someone had suggested using the TOC block to create the second type of image, but I don’t think that will work. I already have a TOC further down on my post.
