Section block > “Background Overlay Settings” > Hover doesn’t work

One of the updates to the section block included the background overlay settings, but the hover tab doesn’t do anything.
Also, if you include an Overlay Link, it puts a transparent A tag over the whole thing, preventing any customization to hover events. Is there anything that can be done with that? I’d like to have the background image zoom in or something like that, but I don’t see a way to do that with the way the block is configured:
