When viewing News (Blog) articles, it takes you to the bottom issue

I have tried, disabling Sticky Header to test to get the News articles when we click through from the home page to the listing of articles, it takes you to the bottom, which is not correct, should be taking users to the top of the page where recent articles resides. I have also tried disabling the Scroll to Top but the issue still persists. I have tried various browsers, issues are there also. What can we do to resolve this?
*Login to see link (go to one of the Topics categories to click through), you will see it takes you to the bottom which is not correct.
