Can’t Save Menu Changes

Hi there,
This happened to me about a month ago and I thought it might just be one of those fluke things that will go away on its own, but today it’s happened again. When I go to Customize > Appearance > Menus and try to reorder my menu items, my changes will not stick. Here is a video of me trying to drag the “Scotland” category to be under the “International” dropdown menu about 30000 times. After I finally got it to work and stopped this video, I then went and did the same thing for the mobile menu and it took me about 45 minutes to achieve.
Anyone know what the deal is?
