Advanced Text doesn't have Hover capability?

On my home page, I have a section of Lifestyle images. I’m trying to create the effect where you see just the image and then when you hover over it, a background overlay is applied and a title appears.

I’m using a Section with an image background, and an overlay when you hover. I have an Advanced Text block displaying the title but I can’t get it to dim or have any effect.

Is there a way to have the text not display and then display on hover? I have added a CSS selector but the Section hover effect seems to take precedence over the Advanced Text effect.

I have tried numerous block types but nothing seems to work for this type of effect. Do you have any suggestions?
