Header not responding in customiser

When I add or move items in the header customiser nothing happens. E.g. in the main row of the header editor I have the logo in the middle – navigation menu, button and search icon on the right; however, on the page it shows the logo on the left, with a hamburger on the right. No matter what I do in the editor, nothing changes.
