Primary and Sub Menu Items on Mircosoft Surface

I have a menu with sub menu items. The behavior for pretty much every device is that on hover the sub menu items appear and the primary menu item is clickable.
On Microsoft Surface devices, the behavior is you have to click to open the sub menu and then click again to activate the primary menu item (See in Chrome Developer Tools on Surface Pro 7). On a device in person, you have to double click the primary menu item in order to visit.
I looked through all the documentation and I can’t see any setting for this. If it’s helpful I have the mega-menu activated. Thanks in advance!
