Button styles not obeying theme rules

Hi there, on my blog posts I have the tags showing at the bottom. They look like “outline buttons” where there is text in the middle but the background is transparent and the button has an outline/border.

Under Customize > Appearance > Colors and Fonts > Outline Button, I have settings for what color I want the border and text to be, but it’s not happening. I also tried editing the Base Button settings but that doesn’t work either. Oddly the Base Button styles will only work on hover. If I hover my mouse over the tag, it will change to the color I want. But no matter what settings I change, the normal (non-hover) look is always grey which is not the color I want.

If I go to the Style Guide, it shows the buttons correctly. I’m happy with how they look on the style guide, I just don’t understand why they don’t actually look like that on my live site. Screenshots attached.
