Topbar vs Primary menus

I have our Primary navigation set to “blank” and our menu is in the topbar. When I use a mobile device it shows three hash bars in the topbar, which is fine and that menu drop down works. However, it also shows three hash bars in the Primary area and they don’t work. It also shows up sometimes in orange and sometimes in white hash bars and I cannot see how to change that. Can I either get the hash bars in the Primary navigation area to work or can I delete them? Is there a special place to write a mobile menu or edit it?
