How to add a Secondary Menu

I would like a centered logo with either:

1. the menu divided on either side, but lower down the logo.

2. a full menu under the logo.

I cannot find where to add the secondary menu, or how to change the padding of the menu in the “Center Logo with Menu on Sides”. Can you please point me in the right direction?
