Menu Madness

I feel like I’m missing something basic, but where is the secondary menu supposed to appear? Mine is not present anywhere, although I’ve created a menu and assigned it to the secondary location. Menu items have been created. The same menu will appear in the primary location if I assign the menu to that location, so the menu does exist…it’s just not showing up.
Second question: When I hover over my primary menu in the header, the background hover color is not the color I picked. I really don’t want any background hover color at all. I just want the text to change color, but that is not happening. My text color is set to black, Hover and Active Font Color are set to teal and Hover and Active Background Color are set to white. But when I hover the text turns white and the background turns blue???
