help filling background of a div

hello

my site is

and if you scroll down to the “We will serve the community in its struggle towards a better life!” section, you will see that i have made a transparent blue background for that section.. however, i am having a few problems. it lines up fine on my computer, but i noticed that when i size into a smaller screen, it adds padding to either that div, or the one next to it revealing the body image.

now, i have 2 questions:

first, is there a way to make the 2 divs backgrounds have full heights so that the padding issues dont arise?

and second, is there a way to have the left div (the one with the blue background) to have no background image? my intentions are for it to show thru to the body image.
