Allow Editor access to Theme Options module

It appears only Admins have access to the Theme Options tab. Is it possible to allow Editors access to this as well? Adding the “Edit Themes” capability via the User Role Editor plugin didn’t work, as I figured it wouldn’t.
I have a person who needs access to the Theme Options, but whom I’d like to avoid granting admin access to.
