For every menu there are lots of options for changing the look of the menu, like font, !font size!, !hover!.
But not for the topbar and the footer menu.

I need a litle bigger font size for the footer menu, because the legal notice has to be seen.

And, I want tu use the topbar as a menu so I need to be able to change the size of the letters,the font, as well as the hover effect and the color of the font (dont like the look of the pre-settings, like the big color hover and the small lettering)

Is there any possibility? I think this should be given for premium users.

I want my topbar to look kind of like this:
