Scroll effect

Hi, was wondering if you could help me with a scroll effect that I am trying to achieve. The effect is liken to that of feedmusic.com. When i scroll, the object moves in frames until the last frame before moving on to the next section. Can this be done? Else, how can I do it and what’s the terminology for this effect?
