Toolbar/Admin bar always showing

Hi,
My wordpress toolbar/admin bar is always showing for subscribers or costumers even if I set it off. I tried doing it manually, by going to user and unchecking Show toolbar when viewing the site. I also tried some code into the functions.php. I also tried a plugin but it still didnt work. My goal is to display the toolbar only for admins/editors.
