Adding more tabs on product pages + collapsing footer resources section

Ben,
I have 2 questions:
1. Is it possible to add more than 3 custom tabs on a product page? If so, how?
2. In our footer section — the “Resources” section of the footer is expanded to show all subcategories which makes the footer very long. Is it possible to collapse the “Resources” section to show only the top categories? If so, how?
